Private Airports

This might belong in the FAR's section.
Does anyone here know how you would go about obtaining permission to build and own a private airport? Or, just having a personal airport that would be possibly open to the public?

Theres a guy here in tampa with a grass strip right inside tampa's call B surface ring...called Broady, only marked on TA charts. You'll be driving through the middle of residential neighborhoods and mc donalds etc.. and there you have it....grass/dirt strip right in the middle of everything with his large home right next to it. Pretty neat.

Dealing with the FAA is the easy part. Arranging for permission with the city, county, and/or state is the tricky part. Save lots of palm grease in reserve, and plan on having a few neighbors who don't love you like you'd like.
