I know you know all this, but my original question is, have you found any FAA pub that even talks about the "techniques" of localizer or glideslope capture and/or navigation?
Does anyone know of ANY pub' that covers, specifically, ILS instrument scan? I found with students that it really depends on the individual. I agree with Nosehair. Just as you would consider the Altimeter and HI to be primary in level flight, the needles now become your primary focus when on the ILS.
Glideslope is the most dynamic and is checked at the needle.... adjusted at the AI..... and maintained at the VSI, in that order. Course is checked at the needle and adjusted at the HI. Now, that is what works for me. I'm not saying it's the be-all end-all because, as I've said, everyone seems to develop a comfortable scan.
The FAA a.c. does not specifically cover proper scan on the ILS they do state THIS in the first few pages of the Attitude Inst. Flying section:

......As a beginner, you may cross-check rapidly, looking at the instruments without knowing exactly what you are looking for.............As proficiency increases, you scan primarily from habit, suiting your scanning rate and sequence to the demands of the flight situation.....
