The horns are not a lifting surface, they're an offensive weapon. There is no modification approval on them either, as it's a public use aircraft.

A dirty little secret of the Bush administration is that those horns don't come from Texas. They can brag about bigger is better, but those horns clearly came from Babe, the Blue Ox.

The question is, what's Jesse Ventura gonna do about it?
 
Now we know the real reason that the Presidential TFR was widened to a 30-nm ring. How would you explain snagging the Learjet on one of those horns to the NTSB and insurance adjuster?
 
Dunno, but back in the era of trains, those would be called a "cow catcher." They were used for pushing or sweeping detritus off the track. Sure would teach the lear pilot to keep his Mach up.

I'm more curious about the evident lack of deice capability.
