I have done pre-clearance in TIST. Easy as can be. When our passengers showed up, they drove them over to customs, we taxied over there. Meet the passengers, the line guy walked us all the way through. Gave customs all the forms, didn't ask any questions, stamped the forms, gave us our outbounds and off we went. When we got to our destination which was SFB, we got copies of our forms, gave the orginals to the girl at the fbo and they brought them over customs there.
No problems unless you are going through at a peak passenger timeframe. I.e., holiday season, or when several airliners arrive at once.
If you are picking up pax from an inbound commercial flight, make sure they are briefed on the procedure. I've seen some really upset pax when they have to go through customs twice...once for clearing in... and again for pre-clearing. Can be worked out with the handler ahead of time if you prepare.
I did it recently at tisx, make sure you enter states at a custom serviced airport and you should personally call the customs people
at airport of entry to confirm ETA, they may still want to see stamped
paper work or may accept faxed copy from local FBO, I had problem going into ft. lauderdale exec(FXE) after preclearing in Tisx. The Ramp at FXE customs was a complete zoo, customs people didn't appear to know what they were doing. Took over an hour.
I thought TISX would call to tell FXE but they did not,
procedures seem to vary from airport to airport.
