Pooping dog causes diversion.

I think the passenger who brought the dog should have to pay for the divert! Especially if it was just a "Comfort Animal"
 
Stop bringing on large animals on board unless the person has an absolute necessity to have the services of a professionally trained and certified dog to help the person navigate in their regular day to day life.
I have seen people abuse the "comfort dog" rules by bringing on matching bull dogs and an actual miniature pony - get them a sitter.
The TSA needs to step in here and only allow certified dogs (or other animals) through the check point when there owners provide the correct documentation
Maybe TSA Pre for the animals.
If you have a separation anxiety problem drive, Greyhound or Amtrak
