I had heard a while back that if a plane was manufactured before a certain date that it does not need to have POH. Is this true? and if so what date and where can I find this?

You're looking for FAR 21.5. The date is March 1, 1979.

But be careful about that "does not need to have a POH". All the regulation really says (it's surprisingly hard to read even though it's short) is that if an airplane manufactured before then didn't have an approved flight manual, it doesn't need one. You will find that there are quite a few airplanes manufactured earlier which have a manual listed in the TCDS or required equipment list.
 
Thanks for the responce that's just what I needed. I'm not going out to fly one of these planes....just needed it for a CFI class presentation.
