How are the flaps in the Piper Apache powered? Are they electric or manual? Does anyone know if they have a 14 or 28 volt electrical system?

14 Volt.

Hydraulic flaps and gear. The flaps don't have detents. You move the selector down, then back to neutral when they get where you want them to be. Sort of like the electric flaps on the older Cessnas.
