I have never seen a policy (not that they don't exist) that requires a SIC on a single-pilot certificated aircraft with ANY requirments beyond commercial... instrument... SEL... MEL... yada, yada, yada!

Rather, likely, this joker wanted some sap's credentials AS PIC but, make them sit in the right seat for comensurate pay. We have seen this before and it sticks out like a siamese twin in Vermont. Don't bother to reply to these disfunctional dorks and move on to something more worthy of your time, like...
