Do you have to have an ATP or be 23 to fly as PIC at
airlines,charter,fractional ect.... Just curious, thanks
 
Depends upon the airplane and certificate

On demand cargo under 135 in a DA-20 requires only a comm/MEL/Inst. Unless you are conducting "Eligble On-Demand" then it requires an ATP and a first class medical
 
Is an airline considered "Eligible On Demand". The reason I ask is I talked to a guy who said he was the youngest RJ captian at Skywest.

Unless there is something I'm missing, he can't be captain under 121 without having the ATP.
 
Part 121(airlines) requires the Captain to be an ATP and hold a First Class medical. No way around it.
 
§ 121.437 Pilot qualification: Certificates required.

(a) No pilot may act as pilot in command of an aircraft (or as second in command of an aircraft in a flag or supplemental operation that requires three or more pilots) unless he holds an airline transport pilot certificate and an appropriate type rating for that aircraft.

(b) No certificate holder may use nor may any pilot act as a pilot in a capacity other than those specified in paragraph (a) of this section unless the pilot holds at least a commercial pilot certificate with appropriate category and class ratings for the aircraft concerned, and an instrument rating. Notwithstanding the requirements of § 61.63 (b) and (c) of this chapter, a pilot who is currently employed by a certificate holder and meets applicable training requirements of subpart N of this part, and the proficiency check requirements of § 121.441, may be issued the appropriate category and class ratings by presenting proof of compliance with those requirements to a Flight Standards District Office.
 
135 airlines

Yes, for 121 airlines you must have an ATP, but are there 135 airlines? is it a definition thing?, there used to be 135 scheduled commuters airlines, but they became under the one level of safety for all and became 121 airlines. But if there is a 135 airline you can do it on a commercial ticket.
