On the post talking about record expungements it was made clear that the FBI can find out everything about a person post 9/11 due to the Patriot Act. When you say "everything" do you mean just a criminal history?
For example: How could the FBI see you were in an alcohol rehab? They ask about alcohol rehab treatment on the SF-86 (security clearance) form to be an Air Traffic Controller with the FAA. Lets say you went to an alcohol rehab on your own because you thought you had a drinking problem (you were not ordered to go by a court or job).
I do not see how there is a record of something like that that the FBI can trace.
