Cessna decided on .92M for a very good reason.
No. The FAA decided on that limit.

Certification requires a .07 buffer below the max sustainable speed. The highest sustainable max speed without being supersonic is .99M. No subsonic civilian aircraft can be certified with a higher Mmo than 0.92M unless the FAA decides to narrow its buffer. The SSBJ and QSST plan to be certified above 1.0M, allowing them to fly subsonic speeds over land between .92 and .98
