Was wondering Under Part 43
(24) Replacing and servicing batteries.

Would this include the ELT Battery?
 
14 CFR 91.207 establishes a requirement for the ELT, but does not speak to performance regulation, nor authorization to perform said maintenance.
 
Ahh I know I said I would not post any of my flights or adventures in ferry pilot land, but This incident is what spawned the Q. about part 43. Very General And Vague (Replacing and servicing batteries.)

You would not belive how many ELT batteries are expired in aircraft needing to be ferried? way to many! It's good for me as I get paid to sit while waiting for a battery some times it's fun to try and find a wrench to install it if I arrive on a weekend or have to pick up in the middle of the boonies! It's Even more fun when the IA writes the annual entry signs and forgets his cert number etc. thats another subject.

Actual Aircraft Ferry, Arrive 06:00 at 07:00 After Maintenance Records Review!

Me: Call Client Are you Sure You had a Pre buy Done?, Did you Review the Logbooks? Elt Has Been Expired for about 4 months now! According to the logs it Expired 2 months after last annual was preformed?

Client: Have it replaced do what ever needs to be done.

Me: Yes Sir!

"No Local shops had a battery on hand So mail order $28.00-$45.00 ordered the $33.00 battery because they could ship it the same day $45.00 for O/N Shipping, $75.00 Elt Battery Install charge from a local wrench and Local Sales Tax"

Client: Upon delivery of the airplane they complain about the $75.00 battery install? and Quote Part 43 (24) Replacing and servicing batteries. They also Complained that the new battery ordered did not expire Sept-Aug 2009 but May 2009.

Me: The local Wrench don't work for free his time is money a Min 1 hour shop time he did have to stop working on what he was working on to do the replacement. Local wrench Also noted installed ELT battery's date did not match last log book entry battery was about 3 years old. About the battery being old/used Told him what the supply house sent it's been on their shelf since May/June factory new sealed and OK provided invoice old battery showed him the log's.

This was another Great Deal Ebay Special!

A few of the digits on the 155's were out :angryfire very hard to tune. Used lots of batteries in my hand held;) Transponder inspection had less than 15 days to go. Looks like tweekers did work on the interior we will leave the description as late 70's Camaro tee shirt/flannel seat covers over ripped vinyl/cloth. Instrument numbers and marking faded by age/sun with color stickers on airspeed ind. Last log book showed 3 firewall replacements and some water damage in last 10 years and New Paint probably hiding corrosion. Seemed to fly straight hands free 1qt 5 hours oil burn in the timed out engine 300 since top.

The evening of over a few cold one's :beer:"brought out the truth"

No pre-buy was done! bought airplane sight unseen, He was divorced, strapped for cash, took the money from his home equity to buy first airplane to fulfill a dream and get back at ex-wife, PP with 80 hours TT, yada yada yada now cannot get insured or rent locally due to an accident in rental plane etc. I am Glad he paid me in Cash!

I ended up paying for the 12 pack of cold one's as I took all his cash he even shorted me $30!!! His credit cards seemed maxed I noticed this as he was paying for my return airline ticket. I hooked up my blackjack Cingular 3g service to laptop to save time did not want to ride in a car "A Old Geo Metro" with this guy he had Hygiene issues. I was starting sweat a bit as he tried 3 different cards on 4th one he got it approved.

It's Sad to see a grown man (Mid 30's) sob :crying: about tossing 55k away on a POS 182 that he cannot afford to fly / Park / Insure. Looks like an expensive lesson for that First time airplane buyer.

I Thank the aliens that guy has not spawned any offspring "well he did not mention he had any in his sob story" he also drove home after 6 cold ones I declined his all so kind offer to drive me to the hotel I took the hotel shuttle from the airport kind local FBO got me a hotel discount also $35.00 with a free ride!

You could have had the ELT removed by the A&P mechanic and placed a placard in view of the pilot (ELT REMOVED) made a log book entry as to why it is removed and operate the aircraft for up to 90 days. Take the ELT with you of course. FAR 91.207(f)(10)

This guy would have complained about the labor for the local wrench to remove the elt I know they would not do it for free.

I carry my own EPIRB 406 with built in GPS.
 
For ferrying, I'm not going anywhere without my PLB! An ELT has proven fairly ineffective. If you're really gonna do a bunch of ferrying, look into what a personal locating beacon can do for you. Built in GPS receiver, transmitting your own personal ID number to the Cospas/Sarsat satellite systems (406 MHZ), the phone numbers on file are contacted and the search can be initiated within an hour, driven by the GPS coordinates transmitted. Mine also has the 121.5 warble, in case the gps location is difficult to pin down (ie, mountains, where being 30 feet off can mean the difference of 1200 feet elevation).

Anyway, good luck and be safe.

Yea, I have one of them and it is registered with NOAA
