The article centers on the carburetor, but I see nothing about it in the report.

A jury doesn't know a carburetor from a flux capacitor.

All you have to say is "it was a defective carburetor design" and it's up to the defence to prove it wasn't. NTSB reports don't matter, I don't think they're even admissible. If your expert witness isn't charming enough the little old ladies in the jury will side with the poor crippled "victim" regardless of the facts.
