I took lessons from 1989 to 1991. I soloed and did some of my solo cross country. I did not get my license. I am thinking of starting flying lessons again. Can I count my pilot time from 20 years ago?

Sure, you can count it, but as a practical matter, it won't do you much good. A lof of things have changed in the last 20 years, so any instructor will want to start from scratch, to make sure there aren't any holes in your training. If you still remember the maneuvers, then it will help you move through the lessons a little quicker.

yes...provided you still have it documented(logbook)

You can actually just buy a logbook put the hours in it then get it signed by a notary making it a legal document. Sounds shady I know and you're probably better off getting the training again anyway. I know it works though because I got my logbook stolen out of my car before my ATP ride and the examiner accepted this as my logbook.
