I have a small scuba tank certified and filled with 100% O2.

Is there some sort of attachment I can by that will step down the pressure enough to use it with a mask in my airplane?

That container is not approved for carriage in an aircraft. Check DOT regulations.
 
Yes, there is. If you're using this sytem to meet regulatory requirements, however, you need to dig a little deeper than finding an attachment to fit the tank.

For a nasal cannula, which can flow a max of 6 litres/minute, you can find any number of regulators that can be adapted to the purpose. You're going to need to ensure that your oxygen tank does meet certain requirements including hydrostatic testing.

If you're using a nonstandard size bottle, you're going to want to have a way of determining your oxygen use times and duration for one or more people, as well as determining your oxygen values at other than a standard fill temperature.
