NWA going around for winds >15kts??

Flying into CLT today, we heard Northwest go around twice. They came on the radio and said "approach, the reason we went around was because we are not allowed to land when crosswinds are in excess of 15kts below 1,000." Finally, they took the right side (36R) and I assume got the landing in. This was from a DC-9. Winds were gusting today...310@17G27 at one point. Anyone know what this rule is all about?

Maybe because of a MEL item?
 
It could have been for an NQP Capt. We have a limitation of 15 KTS until they have 100 hrs in type.
 
paddin' da flight time.. $$$ gettin' some of that money back. Flying by the book, no more.
 
I was on approach right behind the DC-9 and they said it was for reported windshear of greater than 15kts. We had +10 kts for 36L
 
Yes, flying by the book. A good thing, good judgement! Also if braking action is less than good XW limit is also reduced to 15kts from the normal XW limits for the aircraft. DC-9 is 31/38kts depending on model.
 
I'd take a DC9 in a heavy x-wind over anything else I've flown. Don't have to worry about dragging an engine.
