Essential Air Service. Government subsidized routes to small communities. It is the only way lots of commuters make any money. Mesa beat Big Sky in Texas and I know they are bidding the Colorado stuff. I heard they were lowest bidder in Cortez but the city may not go back to Mesa because Mesa owed the city lots of money and paid really late. I wouldn't doubt Lakes is doing the same thing. Most of the Air Midwest stuff is EAS I believe.
