do they hire people with less time than what is stated on the website?

The stated minimums are the absolute minimums. I've heard of a few instances recently where someone who was only slightly above the minimums was turned down for employment. I've not heard of anyone being hired with less than the stated minimums and not without an ATP, either.

In this case, the minimums truly are the minimums.

when you upgrade do you start at year 1 on the Captain pay scale or is it by years of service?

Years in service, if hired 10FEB06 and you are awarded Captain on 10FEB10 you get 5th year Captain pay.
