No, it has to do with the compensation made for density altitude when computing 1st 2nd, 3rd segment climb, it was in a Cessna Citation training manual but I only got a glimpse and no access now. Thanks.
 
The TCI is the vertical distance required to climb from 35' above DER, through the 3rd segment.

TCI + field elevation = level off (acceleration) altitude.
