Translation: the public continues to watch this issue, thus preventing us from changing the rules in such a manner that airline revenue is enhanced at the expense of pilots and public.
 
"Whaat?? Colgan-who? Where is my $49 ticket from BUF-EWR-LAX-GUM!?! I dont care how much rest or pay the pilots get! Gimme my cheap tickets!"

it doesn't matter, we won't really get any relief from these "rest" rules.

It will take a few more wrecks then we will get somewhere ( a few years later)
 
Follow the money trail. Multiple big corporations with their hands in congress' pockets. Wow, what a surprise new legislation has been delayed.
