19,500 lbs is max certified landing weight.
 
I guess I left out some data. What's the max weight I can carry into 4500 feet. Same conditions. Factored number.

It can't be done 135 in a Lear 60. Can you use the 80% rule?

I ran your problem on ultranav and came up with

Landing Weight 15500
Landing Dist 2854'
Factored Dist 4758'

We made 5000' an absoulute minimum for going into airports.
 
We make 5000 ft a minimum as well. It's an awesome airplane, but the brakes are it's achilles heel.
Our airplane weighs 15300 (w/crew) and I really don't like landing with much less than 1300-1400 lbs of fuel, so now you are looking at landing at about 16900 with one pax and 50 lbs of bags. Not very good ldng performance, especially when you ad the 135 buffer.
