Another Option

Another option would be to call a Coast Guard recruiter and talk the them about OCS (short course) or direct commission and then get some orders to flight school through the Coast Guard. Might be a long shot and might not be what you had in mind, but it might be a way to get your flight training paid for and finish up your 20 for retirement. I know the age issue is waiverable in the CG, not sure about the eye surgery. 1 800 GET USCG will get you connected to the closest recruiter.
 
If you used up your GI Bill funds (Chap 30), unfortunately you are SOL.

Everything is waiverable, go for UPT if you can...

If you do decide to stay in and go the civilian route upon retirement, check out FlightSafety in Vero Beach, FL. VA approved, great training.
