In the States, if you have a multi engine rating, then get a job flying a Pilatus for example, and you fly single engine for 2 or 3 years, and then want a job in a twin engine plane, what happens? do you still have your multiengine rate? do you have to get it again? do you have to fly a certain number of multi engine time in order to be legal again?

once you earn any rating in the USA you have it forever. Unless it gets revoked by the faa for doing something not so smart. you dont need to fly a certain amount of time to keep a rating. to carry passengers you need to be current, all you need to do is 3 take offs and 3 landings.
 
True for planes NOT requiring a type rating. Planes that DO require a type rating (single/multi/or otherwise) require a proficiency checkride every 12 months as well as the passenger currency requirements as noted earlier.
