How can 3 EVER be greater than 2???
The first one is with only one engine turning!

The first one is with only one engine turning!
It's actually 115% of all engine TOD. It's one of those things you never really have to worry about. All Part 25 aircraft are only going to have 1 Take off Distance number (for given conditions), and you don't need to worry if it's because of 1, 2, or 3.
