Check out Versa-Air down in Racine http://www.versaair.com/, they had an Archer a couple years back at reasonable rates.
MAS flight school http://masflightschool.com/aircraftrental.html in Keno has a 182RG, you might be able to negotiate a little better rate on a block of time.

Kenosha airport is a little easier to get to from the interstate than Racine.
