Can a charter company fly a planes owner into mexico part 91 and then fly someone out and back as a charter? Say we fly from phx-cancun part 91 then wanna do a charter cancun-miami-cancun part 135 with usa citizens who are mexican residents and then fly back to phx with the owners part 91...

This was asked of us and i havent found anything with this scenario online. Only flying within mexico or taking people out you didnt bring into mexico but nothing about taking them out then back in.
 
Hi guys. We have been talking about this topic in the company for a long time. If you are entering into Mexico with determined passengers, you can leave them and fly back FERRY or fly those specific passengers withing the Country or back to the States but you can not fly anyone else. Unless they are part of the ownership, meaning that maybe you are flying from Phoenix to Cancun with one of the owners and you leave him there and then you fly back with the other owner of the plane, so you can fly "owner 2" back to the States and leave "owner 1" in Mexico. Hope this works for you.
