MAX Airspeed?????

How far off the coast, below 10,000ft do you have to slow to 250 or slower?

12 miles is the standard answer, however there was a letter of intepretation stating that the 250 below 10,000 rule included international airspace.
I've recently been assigned over 250kts below 10 offshore.
