Obviously logged under the F/E column. But is it loggable as Duration of Flight (Total Time)? If so where is it referenced in part 61?

It should be left as flight engineer only, and not logged as "total time."

Flight engineer time is not pilot time. Pilots are required to keep logbooks, but not flight engineers. 14 CFR Part 65, Subpart B sets the requirements for flight engineers, but establishes no criteria for flight engineer logbooks, or a requirement for a flight engineer to log time. Only provide satisfactory evidence of training, which may take many forms.

Pilots, on the other hand, must log their experience in accordance with 61.51 for the purposes of meeting the experience and training requirements of a certificate or rating, or recency of experience, in order to act as second-in-command or pilot-in-command.

Flight engineer time is not pilot time, and while you might include a column in your logbook to keep tabs on your FE time, attempting to inflate your total time with FE time is inappropriate.

Why not have FA's logging their time as total time, too, and skydivers logging the ride to altitude, and passengers logging their seat time as total time? Where does it stop?

F/E's also have to show recency of experience and go through IOE, etc...etc..etc. How do you show currency with out some sort of log?
F/E time can also be used to lower the amount of pilot time for the ATP.

F/E time might not be pilot time but it is required crewmember time. I have talked to several check airman at serval different major airlines (one of 'em was on the hiring board) and they said log it as F/E and as TOTAL time. If an airline doesnt want you to show F/E time as TT they will tell you in the app.
