I'll throw on a recomendation: http://www.pea.com Phoenix East Aviation. They're advertisement is all big words and promises, but the actual flight school is much better. They have a very large fleet of almost brand new C172 (2000-2003-models), all equipped with IFR/GPS and autopilot. That means you'll train in equally equipped airplanes each and every time, and the only thing stopping you from flying is weather. Its also a very international school, most of the students are from overseas, as well as many of the instructors. That means Phoenix East allready have good connections within the immigration department, and good procedural experience with handling TSA and other things foreigners need to worry about. They're a part 141 school, so you can also complete your training at slightly less cost than part 61, but you'll only graduate with approx. 200 hours, but with all licenses (MEI/CFII). They also hire their own instructor graduates, so you can leave after two years on J1-visa, with 800-1000 hours, if you're doing average.
