I was out on a TDY in HNL a number of years ago, and jumped over to Kauai to do this. I talked to several operators, who had no seats, but they said a lot of the rides were associated with cruise ship or other package deals, and if you hang out a bit, eventually SOMEONE at the point of boarding chickens out and says "I'm not getting on that thing", then you're in......a great ride! Didn't take long....
We took 135 jumpseaters, and am glad we were able to carry some of these heli tour guys on our jumpseat.
