Does anyone know if K & S is WIA approved in the state of California?

Ask for Stephanie. She runs the show there. She's the S in K&S. I would guess that they do.

Even if they're not, it only takes a quick phone call from K&S to get it approved! At least that's what I understand the process to be.

When I went through last fall, my training partner (from Orange County, CA) was approved for the full amount. I don't know if "qualifying" for the funds has changed much since then, but as was previously suggested, Stephanie would know.
