Jumpseat question

[Tug Driver]

Is the Jumpseat controlled by the FAA or by the company? Who sets the rules as to who can or cannot jumpseat. Is a jumpseater considered a "passenger?" Can you be fined or violated for carrying a jumpseater as long as he show proof that he is a pilot w/ a valid medical and company ID? What does OMC mean?

the FAA controls what types of people are allowed on the flight deck. the company then controls who is allowed within that framework, to a certain extent.
