An airport we fly into underwent a runway number change from 3/21 to 4/22 and the addition of an LPV approach where it used to be strictly a GPS approach. The approach is the RNAV (GPS) Rwy 4L. Note (1)[Which applies to STRAIGHT-IN LANDING RWY 4L] "Rwy 4L straight-in and circling and circling to Rwy 4R not authorized at night" I'm having a hard time interpreting this note. Does this mean I can't fly this approach at all at night? Or can I only circle to runway 22R at night? That seems ridiculous. By the way, runway 4R/22L is not lit so I know it's not available at night. The old approach which was labeled RNAV (GPS) Rwy 3L had no such note. If it were not authorized at night, I would expect the note to read, "not authorized at night." The airport is KSFF.
 
The way it looks to me, is that neither Runway 4's are not authorized at night, except for a straight in to 4R OR a circling to Appr to 4L..
