On some approach plates, there are fixes identified by cross radials that also serve as feeder routes. I was told, that if the feeder route is solid black and then turns to a thin grey line before reaching the fix it identifies, the DME listed for the feeder segment CANNOT be used to identify the fix. I can not find this in the intro to the jepp pack. Any ideas?

Not true. So long as you're within the service volume and no provision such as Chart Notes or a NOTAM prohibits use of DME, you can use it. A feeder route may be shown incompletely because of scale on the chart; simply because a solid black line doesn't go to the IAF or other appropriate fix doesn't imply that DME is not authorized.
