Pass a TS upwind. Smart! But if you are passing downwind, do so at one mile away per knot wind speed at that altitude.

How do you know if you need authorization to shoot the approach by looking at the plate?

Never heard it asked like that. You don't need an ATC clearance if the approach is in uncontrolled airspace but that info is not on the plate (what is/is not uncontrolled airspace).
