Someone gave me an answer here on how this is handled for pax (IATA?) airlines, and defined the 5th freedom rights and cabotage; as it applied to international pax carriers flying routes within the US beyond the initial port of entry.

How about cargo flights? My understanding is that PANC (Anchorage, AK) has been developed as an international cargo hub with streamlined customs clearance procedures for US inbound cargo (some of that may have changed since 9/11, of course). Can an international cargo aircraft continue to operate within the US beyond PANC (I assume is now carrying cargo after customs clearance?), and is there any limit imposed on such ops (such as in the pax haul world)?

In my even more limited knowledge of sea shipping, I note that vessels of international origin appear to chug around various ports before departing the US. Is air cargo the same way/
