Who is allowed to do training for inital CFIs? I understand that to sign one off you must be a CFI for 2 yrs and such but could someone who has been a CFI for less than 2 years do some ground or a lesson or two with a candidate?

61.195(h) says the ground traing and the flight training provide to an initial flight instructor applicant must be given by an instructor who has been an instructor for 2 years and 200 hours. an exception is provide for instructors and instructor applicants in an approved 141 program

So, the specific answer to your second question is: No.

However, a 2-year CFI can "assign" a junior CFI some specific training lesson to be carried out with his CFI applicant. The junior CFI training does not actually count towards the CFI training required under the regulation, but "prepares" the CFI applicant to be trained by the 2-year.
