For the time being penair is going to be your option. Era has been reducing their fleet of twin otters and going to get some 1900s but due to the loss of the aircraft they are well staffed for the time being and to my knowledge will not be hiring in the near future.
What is it you are looking to do, because there are several other carriers in Alaska.
There are a couple other carriers to get time with:
Grant and hageland both operate 1900s for pax
alaska central express little ace flies them for cargo
and there are evertts and northern air cargo that fly other bigger planes for freight.
These are out of Anchorage, the rest of the state's bases I am less familiar with.
I flew for Arctic Circle Air and was the only FO in the company, I have been replaced after I left, but if you have the time check them out
Penair is starting their F/o's at 1100/11. That's $1100 base and $11/flight hour. You will fly 1200-1400hrs/year so do the math. We still have a 2 year training contract, but the pool is drying up, don't be afraid to negotiate.
This is out of the local Anchorage paper:
