I have a question about shooting a straight in ILS with an ALSF-II lighting system under 121. Controller states that the approach lighting system is working but the sequenced flashers are out of service. RVR required with everything working is 1800. RVR with the ALS (approach lighting system) out is 4000. Actual RVR is 2400. Does having the sequenced flashers out cause the whole ALS to be considered out of service? Let me know what you think and what you would do if faced with that situation? Also, if you can provide FAR/AIM reference that would be great.

Great question. I don't know for sure but I am going to take a stab at this since no one else has. First, what I do know is that SFL ARE REQUIRED for CAT II and NOT REQUIRED for CAT III approaches. CAT I approaches 2400 RVR and below require one of the following ALSF I or II, SSALR or MALSR's and the SFL's are part of all those light systems. The approach you are flying has the ALSF II lights of which SFL's are required, so I would say that you are going to need 4000 RVR to be legal.
 
I aggree with justapilot. I had that same situation occur and after discussing it with dispatch it was determined that the entire ALSF II is considered OTS.
 
Received clarifications from the Feds several weeks ago and they confirmed that the ALSF approach lights are considered out of service when the sequenced flashers are inoperative. Just thought I would post an update for you guys that responded.
