Does anyone know what the note on the ILS 4R at MDW regarding "Air Carrier reduction to landing minimums for local conditions not authorized" means?

The vis requirement for Cat c airplanes is 5000 rvr or 1 mile, due to no approach light system. From my company's Op's Spec's the lowest vis required for an ILS with no approach lights is 250' ceiling and 5000 rvr, so it is not like we could use lower than standard landing minimums for turbojet airplanes when the carrier trains for them, which we do.

Any idea's?
 
I think it has to do with the reduction in mins for 31C that we (ATA) got for using the HUD on the 737 and the A/P on the 757. We can use an RVR of 3000 for 31C, but there is not an acceptable reduction that can be taken for 4R.


I think that is it anyway, but what do I know. I chose the aviation industry as the industry in which I will make my living so that right there shows that my judgement and intelligence are suspect.
