During vectors, the controller accepts responsibility for providing terrain clearance. Until guidance is given in the form of vectors, the pilot accepts responsibility.

However, if terrain is intercepted or unknowingly invited into the cockpit, the pilot remains on scene while the controller goes home to sleep at night.

When giving radar vectors, the controller is responsible. However, the pilot should make every effort to ensure that that responsibility is executed properly, lest the pilot be executed, instead.
 
If you are VFR, class E airspace, below the minimum vectoring altitude (MVA), and would like to get vectors into IMC conditions then… the controller will not accept any responsibility.

Most probable the controller will ask: can you provide your own terrain separation in the climb and advice when at the MVA. From this point the controller will provide the radar vectors service.
