I saw a job posting that required an ATP and a ICAO license. I must plead ignorance as I don't know what the ICAO license is or how to go about getting one.

Any information would be appreciated.

Got a US ATP in your pocket? The United States is a signatory nation to ICAO, so a US ATP is an ICAO ATP.

ICAO does not issue pilot certificates.

One thing to add, some countries will issue ATPs which do not conform to the ICAO standards. One example would be the US ATP issued under the provisions of 61.159 (c) and (d), another example would be the UK "frozen" ATP which is issued before the pilot meets the 1500 hr requirements. These certificates, presumably, would not be considered ICAO ATPs
