Who issues the ICAO pilots licences, and how do you apply for one ?

Do a search on this... I know I've answered this question several times in the last few months alone. There is lots of good info on here about it. In short, there is no such thing. If you have a license issued by the FAA then you have an ICAO compliant license. Hope it helps...

No, it was the ICAO license. I thought it might be something over and above the FAA license.

320: I also have an ICAO license. The way it works is that your FAA ticket can be "convalidated" by a foreign country member of ICAO. It may or may not involve a written and or flight exam depending on your flight experience and requirements of the issuing country. Every country has different rules. For JAR licenses ,Europe, it's a hole new ball game.
