How long for referral lists after app window closes

I applied for an ATC position during the latest window - Hawaii and national windows closing on 8/4 and 7/31 respectively.

How long does it take to create the referral lists after the windows close? It's been a couple weeks now and all it says on the ASAP page is that my app was received, but no lists have been created.
