What are the likely fixed domiciles (like ATL) for future newhires?

I'm not clear on these recent hirings for ATL and DAL and whether or not they can change to another tier 1 airport. However, I am sure that newhires cannot changed to a tier 2 airport as a domicile. The grandfathering of tier 2's are only for the pilots and FA's that were employed prior to the policy change.
