How do I get an FCC oper. permit?

its simple... go to fcc.gov and follow on screen instructions ;)

It will cost you roughly 50 bucks and it can ALL be done online - i did it.

edit: and another quick hint: What you need is to fill out "Shedule E" You will know what i'm talking about once you load up form 605
 
it can be confusing when you're looking at which permit to apply for. when you have to choose slide the drop down menu to the "r's".

I assume you're probably applying for a restricted radio telephone operators permit. that is under the classification "RR". i think it costs $55-60
