First off.... hello all I am new to this so if I am in the wrong area I apoligize. Quite a while back I did a trip with a family that had 5 adults, 1 child over two and there was 3 babies ( twins from one family and a 1 year old from the other) I didn't think a whole lot about it until later, we have six seats insured on that aircraft , do children under two count towards insured seats ? Since someone told me to be careful how many lap kids to take on. Thanks ahead for any imput.
 
personally my rule is; passengers cannot outnumber the seats regardless of age.
simple as that.

The insurance issue is between your employer and your carrier. The parents can carry those who haven't reached their second birthday, on their laps. The children cannot be under the same belt as their parents, but only held.

It's best to have children in a carseat with a five point restraint. Truthfully, as a parent, anything else is blatently irresponsible.

My car was destroyed in a collision on New Year's this year. I had four children on board, each in carseats. My glasses were shattered, my cellphone crushed on my hip, where I took the impact in my driver door. The kids got out and played with their Christmas toys; the occupants of other vehicles went to the hospital. There is no replacement for approved car seats with five point harnesses, and there is no replacement for children who don't use them.
