HOUSTON—Southwest Airlines has won its hard-fought political battle for international gates at Hobby Airport.
The Houston City Council overwhelmingly voted Wednesday to accept Southwest’s $100 million offer to build international facilities at Hobby, defeating an intense lobbying effort by its crosstown rivals at United Airlines.
Now federal regulators must decide whether to grant Southwest permission to fly to Mexico, the Caribbean and South America. The airline hopes to begin flying those international routes in about three years.
Only one council member, Jerry Davis, voted against the idea. His district includes Bush Intercontinental Airport.
The lopsided council vote ends a high-stakes fight between Houston’s largest air carriers.  Southwest, which convinced the city to reopen Hobby Airport to passenger traffic in the early 1970s, now flies only domestic routes and sees international traffic as its best hope for expansion.  United, which dominates air travel out of Bush Intercontinental Airport, argued that opening Hobby to international traffic would essentially pit the city’s two airports against each other and ultimately cost the city jobs.
United hired a small army of City Hall insiders to lobby council members, many of whom had received political contributions from the airline. Southwest, which generally hadn’t played the game of spreading money around local politicians, quickly hired its own crew of lobbyists and political consultants.
United faced an uphill fight from the beginning, partly because of lingering resentments over its merger with Houston-based Continental Airlines. A number of council members voiced irritation over the merger, under which the newly formed airline based itself in Chicago and Houston lost what was arguably its most prestigious corporate headquarters.
"Continental has done great things for this city," said Councilmember Andrew Burks. "On the other hand, United is new to this city."
Employees of both airlines, wearing colorful shirts that council members could see across the room, have packed city council chambers for weeks now. Southwest CEO Mark Kelly has sat on the front row of the council’s spectator section, leading some council members to question why United CEO Jeff Smisek never dropped by.
But the opposition to the deal collapsed when Southwest made a $100 million commitment to bankroll the facility itself. The deal calls for Southwest to build five gates and a federal inspections station that includes customs facilities. Southwest will receive rent-free use of four of those gates, while the fifth will be open for other airlines. 
Southwest will pay all costs for the expansion, but it stands to receive significant payments from the city. Under a complicated formula, the airline will receive up to $3.9 million a year based upon the growth of all passenger traffic flying through Hobby in future years.
The original plan would have bankrolled construction of the new facility with a $1.50 fee assessed on every passenger who flew through Hobby. That was dropped when Southwest agreed to bankroll the project, but at least one council member voiced skepticism.
"We’re not going to pay through the $1.50, but we’re going to pay another way, right?" said Council Member Davis.
Mayor Annise Parker pointed out that the new deal gives Southwest free rent on four of the five new international gates. For the airline, that basically makes the elimination of the $1.50 ticket fee a wash.
 
Hopefully there will enough biz to go around.. Keeping capacity in check will do that.

Houston City Council today voted overwhelmingly to expand Hobby Airport for international flights, rejecting our argument that dividing the City’s international air service is the wrong decision for Houston’s future. The Council voted 16-1 in favor of a memorandum of understanding to build gates and a Federal Inspection Services (FIS) facility to allow Southwest Airlines to begin AirTran-subsidiary flights to Latin America from Hobby Airport. Mayor Annise Parker and Houston Airport System Director Mario Diaz strongly supported today’s action.[FONT=&quot][/FONT]
The only City Council member who supported preserving Bush Intercontinental (IAH) role as Houston’s single international gateway was Council Member Jerry Davis, who represents District B, which includes IAH. [FONT=&quot][/FONT]
The Mayor’s and Council’s decision reverses 43 years of aviation policy that has made Bush Intercontinental one of the world’s leading gateways. [FONT=&quot][/FONT]
The Council acted after Southwest changed the original proposal and said it would pay more than $100 million to fund the expansion at Hobby. While Southwest advocated to “Free Hobby,” the decision will cost the city of Houston by putting IAH at a competitive disadvantage compared with other major international gateway airports in the southern U.S., such as Atlanta and Dallas/Ft. Worth. [FONT=&quot][/FONT]
This will directly harm our IAH hub. Based on a comprehensive economic study, we said throughout the Council’s deliberation that the diversion of traffic from IAH would cause us to reduce our planned capacity at IAH by 10 percent, costing 1,300 jobs. [FONT=&quot][/FONT]
Houston co-workers supported our education effort by sending hundreds of messages to Council members and by attending meetings every week to show concern about the proposal.[FONT=&quot][/FONT]
“I am deeply disappointed that Mayor Parker and the City Council have taken this action that harms United and Houston’s international gateway at IAH,” said Jeff. “I want to thank all of my Houston co-workers who helped us try to get a different result.”[FONT=&quot][/FONT]
Jeff said we will do all we can to mitigate job loss through voluntary programs and relocation to other positions in the company. “This will harm us and IAH, but IAH will continue to be a strong hub for United. Unfortunately, the city of Houston will suffer the consequences of this decision for decades to come,” he said. [FONT=&quot][/FONT]
What happens now and why? [FONT=&quot][/FONT]
We expect to begin a 10 percent reduction in planned IAH capacity beginning with the fall 2012 schedule change. We have been maintaining some unprofitable flying at IAH based on our projections that future growth at the hub would make those routes profitable. Since that growth won’t occur, because there will be less international connecting traffic at IAH, we will have to reallocate that flying where it can earn a profit. The rest of the reduction will come from future planned capacity, including not flying our previously announced service from IAH to Auckland, New Zealand. That flight was heavily dependent on connecting traffic through IAH. As a result of the Mayor’s and the Council’s action, it will no longer be economically feasible to fly the 787 on that route, since there will be a drain on international traffic from IAH.[FONT=&quot][/FONT]
When will job loss happen? [FONT=&quot][/FONT]
We regret the job loss, but we will be forced to reduce employment at IAH as a direct result of the Mayor’s and Council’s action. We expect job loss will begin this fall and occur over time, and we will do all we can to mitigate the impact through voluntary programs and relocation to other jobs across the system. What does this mean for the future of our IAH hub?[FONT=&quot][/FONT]

The sound public policy of maintaining IAH as the single international airport ensured that passengers for all international airlines serving Houston connect at one place, helping all of us fill the large planes necessary to economically fly to Asia, Europe and Latin America. The approval of the Hobby expansion by the Mayor and the Council changes the premise on which Continental, now United, based more than $1 billion in investments since 1996 to make IAH a world-class international gateway. It reverses the policy on which we relied in deciding United would go forward with the first phase of a $700 million project to redevelop Terminal B. [FONT=&quot][/FONT]
Does this mean we won’t build the rest of the Terminal B project?[FONT=&quot][/FONT]
We have commenced the first phase, so it’s too late to stop. However, this decision puts the need for the remaining $600 million investment in significant doubt. Future demand will ultimately determine whether we can justify proceeding with the remainder of the project.

So, they're already planning layoffs on estimates of something that hasn't even happened yet. Don't blame SWA because you've been maintaining unprofitable routes and now are hurting from them.



I really hope that United, as a whole, doesn't collapse in upon itself in utter despair due to the miniscule intl ops that SWA will have out of HOU. Maybe, just maybe, they will survive to see another decade. [roll eyes]

SKC: I had to read your post very carefully to see if it was a spoof or even segment from a Borat movie. Where does UAL hire such Cassandras?
 
Talk about a blessing for United. Those routes and jobs were on their way out. This gave them the perfect smoke screen to flush the excess from the UAL/CAL merger. Good luck to everyone at UAL, it sucks when your greatest obstacle is your management.
 
I thought that United letter was a spoof! You gotta wait a few days or weeks or years before releasing propaganda like that! Amateurs.
 
I'd say that a good chunk of IAH traffic will move to DEN. Southwest protested Den City Council's DIA fee reductions because UAL will get the lion's share of the reductions.

Denver council OKs United Airlines cost cuts at DIA despite objections from Southwest, Frontier

Under the deal approved Monday, United's lease payments at DIA would fall by $22 million a year on the condition that it grows its total available seat miles flown from the Denver airport by 4.5 percent by 2016.


The Denver City Council voted unanimously Monday night to lower the cost of United Airlines United Airlines operating at Denver International Airport Denver International Airport, despite protests from competitor airlines, as long as the airline increases its business at DIA over the next four years.
The move came just a week after Councilwoman Debbie Ortega flagged the agreement and questioned whether the deal proposed with United, DIA's largest carrier, was legal.
Both Frontier Airlines and Southwest Airlines, the second- and third-largest carriers at the airport, had asked the council to suspend action on the proposed agreement, arguing that it violated federal law by giving disproportionate economic benefits to one airline.
But on Monday, Ortega was one of several council members who said that, after studying the issue, they believe DIA is in the right because the deal drops costs for all airlines but imposes growth requirements only on United and forces that airline to pay penalties if it doesn't meet them.
And DIA Chief Commercial Officer John Ackerman said that airport leaders have offered to work with Frontier, Southwest and other airlines on similar amendments to their leases if they are needed.

"It's back to the question of what is being done to ensure a level playing field," Ortega said before backing the deal, addressing her comments specifically to Southwest and Frontier. "There is an opportunity for you all to work with the city. I would encourage you to come forward and ... work with the staff of DIA if you want to see certain things addressed."
United -- a unit of Chicago-based United Continental Holdings Inc. (NYSE: UAL) -- reduced the passenger capacity on its flights 10 percent near the end of 2011 and indicated it needed to reduce its roughly $150 million annual lease with DIA as well.

So, city officials worked out a deal under which United's lease payments would fall by $22 million a year on the condition that it grows its total available seat miles flown from DIA 4.5 percent by 2016.
If not, it must pay $100 million back to the airport.
The deal, which involved DIA using unallocated cash balances to pay off about $100 million in debt for the airport's baggage system and for unused space in the basement of the United-dominated Concourse B, also benefits all other airlines at the facility.
Frontier's lease payments will drop by about $2 million per year and Southwest's by about $1 million annually because of the reduction of debt, Ackerman said.
But in letters written to DIA leaders, both airlines said the greater benefits to United were discriminatory and a violation of federal law.
Several council members repeatedly asked DIA officials Monday if paying off of the debt on the baggage system and Concourse B space would mean that airlines on all concourses would be treated equally now.
Ackerman said it would, because such debt was paid off for Concourse A airlines in 2000 and because Concourse C airlines never incurred the debt in the same way.
"Good job!" Councilman Chris Herndon said in response.
Any airline that feels injured by the deal now has the opportunity to file an action with the Federal Aviation Administration, said Helen Berkman, assistant director for the airport legal services division of the Denver City Attorney's office.
 
The competition will not happen for three more years but we need to cut jobs and flts now!!! What a crock of ----!!!

Agreed. The ink on this agreement isn't even dry and Jeff puts pink slips in the mail. This is so transparent its embarrassing. DEN-NRT recently announced? Perhaps a reorganization was in the works and they get to hide behind this.

UAL has a massive operation in IAH. 10% reduction because of Mexico flying? No way.
 
So SWA is so mighty that they can force the largest airline in the world to drop flights to New Zealand by just opening 4 gates?

SWA needs to open more gates.
 
United lost this battle before it even started. Smisek's arrogance before, during and after the debate and hearings only makes this even more laughable. I just wonder how much more he board is going to put up with him.

Thank God I escaped from that place and started another career.
