High performance is a combined horsepower of more than 200 horsepower or each engine has to be more than 200 horsepower? For example, the Twin Comanche - 160hp a side but that's 320 total, is it considered high performance ?

What you said would make more sense, but unfortunately each power plant must produce more than 200 hp to be considered a "high" performance aircraft. It's difficult to use the term high performance and twin comanche in the same sentence anyway.
