Spiff when I filled out my NJ app they asked the same. They wanted me to seperate dual received and PIC time. If you are receiving dual ala instrument rating you can log PIC time in your log book. Now some companies like JetBlue spell out what PIC time is. PIC is the final authority of the flight. So if you are receiving dual, the instructor who signs your a/c is the PIC. The elements for PIC are:
Appropriatly licensed/rated in the aircraft
You are the final authority for the flight.
Thats how I understand it anyway.
I am remembering how big a pain in A$$ pilot applications are. Part of the process though - how badly you want the job - following instructions (even though they make your brain hurt (doesn't take much for me)).
